Stakeholder Advisory Committee (SHAC)
The Stakeholder Advisory Committee (SHAC) was created in accordance with Section 11.3 of the Joint Powers Agreement (JPA) to ensure diverse perspectives and active stakeholder participation in the Vina Groundwater Sustainability Agency (GSA). The SHAC provides input and recommendations to the Board of Directors on the development, implementation, and ongoing management of the Vina Groundwater Sustainability Plan (GSP).
As specified in the JPA, the SHAC is comprised of stakeholders representing the diverse social, cultural, and economic elements within the Vina GSA’s jurisdiction. The SHAC plays a key role in ensuring the voices of groundwater users and other interested parties are heard throughout the decision-making process. The SHAC is administered by at least one member of the Management Committee, ensuring close coordination between technical, administrative, and stakeholder efforts.
Key responsibilities outlined in Section 11.3 of the JPA include:
- Representing the interests of groundwater users and other stakeholders across the Vina Subbasin.
- Providing recommendations to the Board of Directors on groundwater management strategies and actions.
- Meeting as directed by the Board of Directors to review and discuss key issues related to the GSP.
SHAC members must live or work within the Vina Subbasin or represent an organization with a presence in the Vina Subbasin. Members cannot be a party to any pending litigation against the Vina GSA or its JPA member agencies. The Vina GSA Board appoints SHAC members, with representation capped at 10 voting members and one additional non-voting Ex Officio member from the Rock Creek Reclamation District, facilitating communication between the Vina Subbasin’s two GSAs.

Notes:
- On October 11, 2023, the Vina GSA Board approved proposed changes to the SHAC Charter. The SHAC members whose terms were expected to end in 2023 have been extended until either reappointment or a new appointment has been confirmed by the GSA Board, which is anticipated to be at their next regular meeting. Terms for the 2023/2024 appointments will expire in 2027, unless otherwise noted in the Charter.
- The CSU, Chico position has been replaced by a water-scientist, or person with water-related experience. Mr. Todd Greene will continue to serve in this position.
- The Butte College position has been replaced with a non-irrigated/rangeland user position.
